The United States and Saudi Arabia signed a civil nuclear cooperation agreement on July 22, 2026, creating a framework for American companies to participate in the kingdom’s nuclear energy program. The agreement could support Saudi industrial development, strengthen the U.S. nuclear sector, and prevent China or Russia from becoming Riyadh’s principal nuclear partner.1
It could also give Saudi Arabia a pathway toward uranium enrichment without requiring the strongest available international inspections. Those provisions would represent a significant departure from the restrictions Washington previously secured from the United Arab Emirates.2
The case for American involvement is credible. Saudi Arabia is likely to pursue nuclear energy and has access to alternative suppliers. The case for Saudi control over the nuclear fuel cycle is much weaker. The agreement should be judged by whether U.S. participation produces binding limits on the kingdom’s ability to convert a civilian program into a latent weapons capability.
Why the Deal Matters
Saudi Arabia has an economic rationale for nuclear power. Its cities, industries, and desalination systems require increasing amounts of reliable electricity. Nuclear generation could reduce domestic consumption of oil and natural gas, conserve hydrocarbons for export or industrial use, and support the economic diversification envisioned under Vision 2030.
The program could also become a major commercial opportunity for the United States. Large reactors require decades of fuel services, maintenance, replacement components, technical support, workforce development, regulatory cooperation, and waste management. The supplier relationship therefore extends far beyond the initial construction contract.
This gives the choice of supplier strategic weight. A program built around American technology would connect Saudi institutions to U.S. companies, regulators, safety practices, and technical networks. A Chinese or Russian program would create a comparable relationship with an American competitor.
Washington cannot assume that Saudi Arabia will abandon its plans if Congress rejects the agreement. Riyadh has considered partnerships with China, Russia, France, and South Korea. These alternatives give Saudi officials leverage and create a genuine policy dilemma for the United States.3
Withholding cooperation could reduce American visibility into a program that proceeds under another supplier. Accepting permissive terms could help Saudi Arabia acquire capabilities that increase regional nuclear risk. The strategic value of the agreement depends on whether access gives Washington enough leverage to constrain those capabilities.
The Fuel Cycle Is the Central Issue
Saudi Arabia does not need to enrich uranium to operate commercial nuclear reactors. It can purchase fuel through established international markets and protect against supply disruptions through long-term contracts or multinational reserves.
Domestic enrichment would serve a broader purpose. Enrichment increases the concentration of uranium-235 found in natural uranium. Low-enriched uranium can fuel civilian reactors. The same infrastructure can produce weapons-grade material through additional processing.
Reprocessing presents a related risk because it can separate plutonium from spent reactor fuel. Both technologies have civilian applications. Both shorten the path from a peaceful nuclear program to a weapons option.
The agreement reportedly leaves open a pathway for Saudi enrichment and reprocessing under future arrangements. One proposal would allow an enrichment plant on Saudi territory following a joint feasibility study, with sensitive operations controlled by American personnel inside a restricted-access system.4
Such a structure could limit the transfer of technical knowledge. It would still establish enrichment infrastructure within Saudi Arabia and recognize a Saudi role in the fuel cycle. Those conditions would create leverage that future Saudi leaders could use to seek greater operational control, renegotiate restrictions, or invite another supplier.
The economic rationale is limited. A national enrichment program would require considerable capital, regulatory capacity, technical expertise, and security. Saudi Arabia’s initial reactor fleet would probably be too small to make such a program commercially competitive.
Its greater value would be strategic. Enrichment would increase Saudi Arabia’s nuclear latency, meaning its ability to move toward a weapon more quickly without maintaining a completed weapons program.
Saudi leaders have explicitly linked their nuclear calculations to Iran. Crown Prince Mohammed bin Salman has said that Saudi Arabia would pursue a nuclear weapon if Iran acquired one.5 That statement does not establish a current Saudi weapons program. It does confirm that Riyadh views nuclear technology as part of the regional security balance.
The Safeguards Gap
The agreement includes a bilateral safeguards framework that the Department of Energy says will advance nuclear safety, security, and nonproliferation. The public record does not yet contain enough detail to assess those protections independently.6
Saudi Arabia has ended the Small Quantities Protocol that previously reduced some of its reporting and inspection obligations. It has not adopted the International Atomic Energy Agency’s Additional Protocol.7
The distinction matters. A standard safeguards agreement principally monitors declared nuclear material and facilities. The Additional Protocol gives the IAEA broader access to information and locations, improving its ability to investigate undeclared nuclear activity.
A bilateral American monitoring system could add useful controls. It might provide U.S. officials with access to operating data, imported equipment, fuel records, and facilities using American technology. Such provisions could supplement international safeguards.
They should not replace them. Bilateral access can weaken when political priorities change or relations deteriorate. Independent IAEA verification creates a more durable standard and gives other governments greater confidence that Saudi obligations are being enforced.
Saudi Arabia should therefore adopt the Additional Protocol before receiving sensitive materials or technology. The bilateral agreement should provide additional monitoring rather than substitute for independent international inspection.
The Regional Precedent
The Saudi terms will influence the decisions of other regional governments.
The United Arab Emirates accepted the most restrictive form of U.S. nuclear cooperation in its 2009 agreement with Washington. Abu Dhabi renounced enrichment and reprocessing and adopted the Additional Protocol. Its program demonstrated that a Middle Eastern state could develop commercial nuclear power without controlling the most sensitive parts of the fuel cycle.
Saudi Arabia appears to have secured greater flexibility. That disparity could lead the UAE to reconsider the value of its earlier concessions. It could also increase pressure on Egypt and Turkey to preserve comparable options as their nuclear programs develop.
Iran would gain a political argument for retaining its own enrichment infrastructure. Washington has long maintained that Iran does not need enrichment to operate civilian reactors. Granting Saudi Arabia a pathway to the same capability would make that position harder to defend.
American allies and adversaries do not require identical agreements. Their security relationships, political systems, and compliance histories differ. Washington still needs a coherent standard. It must explain which safeguards make Saudi capabilities acceptable and why those safeguards would prevent diversion or misuse.
Without clear restrictions, the wider lesson would be difficult to contain. States with sufficient commercial and strategic leverage could conclude that the United States is prepared to relax nonproliferation standards to secure political alignment and reactor contracts.
Strategic Competition Has Limits
The strongest argument for the agreement concerns competition with China and Russia.
Russia has used reactor construction, fuel supply, financing, training, and waste services to build long-term relationships with foreign governments. China is expanding its domestic nuclear industry and seeking a larger share of international markets. Both can combine commercial offers with state-backed financing and wider diplomatic packages.
American participation could strengthen the U.S. nuclear supply chain, preserve Washington’s influence over Saudi regulatory development, and prevent Chinese or Russian institutions from becoming deeply embedded in the kingdom’s energy system.
Commercial competition does not justify abandoning the standards that give American cooperation strategic value. If Washington matches the least restrictive offer available, it may secure the contract while weakening its ability to shape regional nuclear behavior.
The United States should compete through technology, fuel guarantees, workforce development, financing, and long-term institutional support. It should not grant Saudi Arabia unilateral control over enrichment or reprocessing.
The Israel Condition
President Donald Trump added another source of uncertainty when he said the agreement would proceed only if Saudi Arabia normalized relations with Israel and joined the Abraham Accords.8
The linkage could give Washington additional bargaining power. Civil nuclear cooperation is among the most valuable benefits the United States can offer Saudi Arabia, while Saudi recognition of Israel would represent a major regional diplomatic achievement.
It could also prevent implementation. Riyadh continues to link normalization to progress toward Palestinian statehood, a condition Israel’s government has resisted. Combining nuclear cooperation, normalization, Palestinian diplomacy, and wider security arrangements increases the number of issues capable of blocking the agreement.
Congress should determine whether normalization is a legal condition contained in the signed framework, an implementation requirement, or a political demand that a future administration could revise.
The Standard for Approval
Congress should evaluate the agreement through four tests.
First, Saudi Arabia should have no unilateral right to enrich uranium or reprocess spent fuel. Any future fuel-cycle activity should require a separate agreement and renewed congressional review.
Second, Saudi Arabia should adopt the IAEA Additional Protocol before significant transfers occur. Bilateral safeguards should provide additional monitoring while preserving the IAEA’s independent role.
Third, violations should trigger defined consequences. Technology transfers, fuel services, licenses, and technical assistance should be suspended if Saudi Arabia obstructs inspections, operates undeclared facilities, exceeds agreed limits, or receives prohibited assistance from another country.
Fourth, Washington should provide a credible alternative to national enrichment. Long-term fuel contracts, an internationally backed reserve, waste-management assistance, and multinational ownership arrangements could give Saudi Arabia energy security without creating an independent weapons pathway.
Technical restrictions will be more durable if they address the security concern driving Saudi interest in nuclear latency. Stronger missile defense, intelligence cooperation, conventional deterrence, and a credible response to further Iranian nuclear advances should accompany the agreement.
The Strategic Judgment
The United States has a legitimate interest in shaping Saudi Arabia’s nuclear development. The kingdom is likely to pursue nuclear power, has alternative suppliers, and occupies a central position in the regional balance. American involvement could support U.S. industry, strengthen Saudi energy security, and limit Chinese and Russian influence.
Those benefits justify a civil nuclear partnership. They do not justify an open-ended Saudi fuel cycle.
A tightly controlled agreement could connect Saudi Arabia more closely to American technology and international inspections while limiting its incentive and ability to develop an independent nuclear option. A permissive agreement could weaken the precedent established with the UAE, complicate efforts to constrain Iran, and encourage further nuclear hedging across the region.
The wider issue is whether strategic competition strengthens or erodes the rules governing American nuclear cooperation. Market access gives Washington leverage only when it is used to secure durable restraint. The United States gains little from becoming Saudi Arabia’s preferred nuclear supplier if the price is a more proliferation-prone Middle East.
